A matter is not eligible because its principals wish it to progress. Eligibility is a separate institutional condition, assembled before exposure. Treating intent as eligibility is the most common source of avoidable failure.

The strongest counterparty by balance sheet is not always the best counterparty by execution behavior. Selection should be governed by observed conduct under friction, not by apparent capacity under interest.

Patience is not temperament. It is a capability — the institutional capacity to refuse premature movement on matters that are not yet ready. Without it, capital and authority produce stalled motion rather than completed work.

Documentation is not a record of work that has occurred. In serious matters, documentation is the precondition that determines whether work can occur at all. The institution treats it accordingly.
